make a pwa (service_worker)

I am use asp 3 and IIS 8 or 7.

As PWA is a client technology (I think)

is there any limitations to use PWA for asp 3 or asp.net version or iis.

is nodeJS is necessary ?

or I can run my pwa on IIS too?
